No one has been able to figure it out. And so we now do not know which of these forms might have been misused in the way that we've just explained. The first thing is, there seems to be a pattern between Form 1098-T and Form 4668 and Form W-2, where the employer gets no tax information, or only a very incomplete one, or none at all. How many people fill out Form 1098-T? How many people fill out Form 4668? What would be the odds that these forms were used for identity theft or tax fraud or some other type of theft? And how many of these might have been victims? So the first thing to point out is that there is a pattern between the Forms 1098-T and the two forms that are the basis of the Obama administration's claims that the IRS had not targeted any groups. Form 1098-T was required for individuals filing their taxes for the first time from June 15, 2010, to May 12, 2011. Form 4668 was required from October 18, 2010, to June 20, 2012. If you're curious, here's a list of the last 10 sets of 1098-T's issued: Form 1097 was required from April 7, 2010, to November 4, 2010 Form 1098-T was required to be issued during the same June 15, 2010, date range (April 7, 2010, to June 12, 2010) Form 4668 was required for individuals submitting their taxes on July 18, 2010, to November 16, 2010 That list also included a total of nine sets for June 15, 2010, May 3, 2011, October 18, 2010, June 29, 2011, October 27, 2010, December 28, 2010, November 6, 2011, and May 12, 2011. So there are a total of 19 sets of Forms 1098-T issued during a period when a massive IRS scandal is being investigated (see below), with one set issued at a time, to all individual taxpayers -- and 19 sets during a period when an individual taxpayer was targeted. That's not a coincidence.
